Georgia Return to Play Act of 2013

The Georgia Legislature has approved House Bill 48, also known as "Georgia Return to Play Act of 2013." Effective Jan. 1, 2014, organizations that offer youth athletic programs in Cobb County Parks will be required to educate youth athletes and their parents to understand the dangers of concussions in sports competitions and to be able to recognize when an athlete may have sustained a concussion. To better define the requirements of this law, each organization must make preparations to be in compliance with this bill. Organizations must do the following:

  • Concussion educational information must be provided to all coaches and officials.
  • Concussion educational information must be provided to all the athletes and their parents. The parent/legal guardian must sign an acknowledgement of receipt and the organization must keep this on file throughout the season.
  • Steps 1 & 2 must be completed prior to the athlete beginning any athletic activity in the program.
  • It is strongly encouraged that all coaches and officials of a youth activity complete an annual concussion recognition education course.

The Georgia Department of Public Health is referring everyone to the "Heads Up - Concussion in Youth Sports" program offered by the CDC. On this site, the following information is being provided to comply with the bill:

  • Parent/athlete information sheets in english and spanish
  • Program posters to have at your facilities
  • On-line training program for coaches/officials
  • Coach's clipboard sheets

Cobb County Parks, Recreation, & Cultural Affairs will have all the information posted on their website and strongly encourages everyone who has a child participating in youth sports to complete the online training course. The program takes about 45 minutes and provides a comprehensive look at recognizing the signs and symptoms a child will display when sustaining a concussion. A link to the program on the CDC website can be found here: CDC - Concussion Program.

The Federal Centers for Disease Control and Prevention estimate that as many as 3.9 million sports-related and recreation-related concussions occur in the United States each year. Concussions in sports are a serious issue with long-term risks and complications if not treated properly. Always remember "When in doubt, sit them out". Recognizing the signs and symptoms of a concussion is the key factor as to whether a child should return to play, and the training program provides valuable information to assure the athlete is ready to enter back into the game safely.

Bird 'n Butterfly-a-thon at Leone Hall Price Park

The Big Weekend - Bird 'n Butterfly-a-thon 2013 will be held Saturday and Sunday, Sept. 21-22 at Leone Hall Price Park in Kennesaw. This event is hosted by the Friends of Price Park and the Atlanta Audubon Society. Timed for the peak of fall bird migration and with the meadow in full bloom, this is the best time of year to visit Price Park. Take advantage of bird and butterfly walks in the park scheduled throughout the weekend with the Atlanta Audubon Society, Master Birders and butterfly experts. Binoculars and identification charts will be available for use.

This event is free for everyone, but is also a fundraiser that works like a walk-a-thon. Instead of raising funds per miles walked, participants raise funds per bird or butterfly species identified. Anyone who raises at least $10 will be eligible for some fantastic prizes such as a three month membership to the Northwest Family YMCA or passes to Smith-Gilbert Gardens. There are many categories of competition so that everyone from children to beginners to expert birders will have a chance to win something. We will also have an all-ages photography contest and a children's art contest again this year. Please note that the art contest will be conducted ahead of time with winners artwork displayed at the event and online. Details and schedules for this year's event will be posted on www.friendsofpricepark.org and Friends of Price Park Facebook page. Participants may register online or at the park during the event. Leone Price Park is located at 4715 Stilesboro Road in Kennesaw. All proceeds will benefit the Pollinator's Paradise Project.

Other News and Notes

SPLOST Projects Update
On March 15, 2011, a referendum on a four-year SPLOST (Special Local Option Sales Tax) was approved by voters. This program will be in effect from Jan. 1, 2012 through Dec. 31, 2015. From this SPLOST, Cobb County Parks, Recreation and Cultural Affairs will be utilizing $82,023,000 for revitalization, facility renovations and upgrades to parks and facilities. Planning, coordinating and scheduling projects are in their early stages, but you will now be able to see some of the work in progress or soon to begin.
Here is a list of current projects:

  • The Notice to Proceed with the construction of the new tennis center building at Harrison Park was issued to the contractor Aug. 12. The contractor has mobilized the project and work has begun. All but four of the courts will remain open during the construction which is expected to take seven to eight months.
  • Seven proposals were received on July 25th for the design of new tennis center buildings at Sweetwater and Fair Oaks Parks. The proposals are currently under review by the evaluation committee. Construction is expected to begin in November.
  • The RFP for the design of the replacement of the tennis center buildings at Fair Oaks Park and Sweetwater Park has been submitted to Purchasing Department.
  • The Hyde Farm Historical Architecture project is continuing to move forward. Programming decisions concerning the historic structures have been finalized allowing the architect to continue to develop construction documents for the buildings.
  • Waterworks Atlanta was awarded the construction of the swimming pool renovations and new pool house at Sewell Park. Bonds and insurance documentation are being assembled by the contractor. Construction is scheduled to begin in early September and be completed by Memorial Day 2014.
  • The design for the renovation of the fields and replacement of the concession building at Sewell Park is nearing completion and has been submitted to Community Development for preliminary review. The design is anticipated to be submitted to the Purchasing Department for bidding in the last quarter of 2013 and construction is scheduled to start in early 2014.
  • Paving of the parking lot at Al Bishop Park was completed Aug. 23. The paving was coordinated with activities in the park to minimize disruption to parking during softball tournaments. The work was accomplished through the Cobb County DOT's resurfacing contract in cooperation with the DOT.
  • The metal roof replacement at West Cobb Aquatic Center was awarded to S. Garrett Construction. Contracts, bonds and insurance are being obtained by the contractor. A purchase order for a new PoolPak dehumidification unit has been submitted and a purchase order to install the unit has also been issued. New light fixtures have been installed. Painting quotes for painting the natatorium have been received. All of the work is scheduled to start in early fall of 2013. The pool is scheduled to be closed Sept. 23 through Dec. 6 but that is subject to revision depending on the delivery time for the new roof panels.
  • Bids have been received for the replacement of the roof at South Cobb Recreation Center. The award of the contract will be considered at the BOC Aug. 27 meeting.
  • Four proposals were received from hydrogeologists to determine optimum ground water well locations in nine parks throughout the county. The purpose is to determine the best locations to install ground water wells to be used to provide irrigation for those parks. The proposals are currently under review by the evaluation committee.
  • The award of the design of improvements at Rhyne Park will be considered at the BOC meeting of Aug. 27. Improvements include replacement of cross-tie retaining walls, improvements to the ball fields and concession building, installation of a new water line and replacement of the culvert in the creek between fields 1 and 2.

These are just a few of the numerous projects that you will see in the next few years updating and revitalizing our parks' system. For a complete listing of projects and updates, see the Splost 2011 web page on the Cobb County website.

Free native plants giveaway at Heritage Park
The Georgia Native Plant Society will be giving away free native plants from 10 a.m. to noon, Saturday, Sept. 14. It is a "Thank You!" to all of the trailgoers who have helped them remove tagged non-native plants from the park. The very noticeable efforts are making way for a comeback of our native plants, on which our native insects, wildlife and we depend on. The society would like to invite everyone to stop by and pick up a free native plant and chat with experts on master gardening, habitat restoration, and gardening for birds and butterflies. Heritage Park is located at 60 Fontaine Road in Mableton.
